Civic Campuses
Information for local governments and campus operators
A publicly owned civic campus means the buildings, facilities, grounds, lands, and spaces are owned by a city. They must be designated as a city center and used for civic, arts, cultural, sports, or other community events and activities. They cannot be more than 100 acres in size.
A civic campus may have up to 25 events per year; up to seven may be multi-day events. A multiday event may be up to 14 consecutive days. The fee per event is $1,500.
The civic campus operator or designee may apply on behalf of the local jurisdiction for events.
Requirements
Applications for expanded alcohol services must be submitted through the LCB Portal.
The civic campus operator or designee must:
- Create a Portal account
- Provide campus coordinator contact information
- Identify the parcel numbers or boundary of the area requested for expanded alcohol services.
- Provide a list of all liquor licensees, special occasion licensees, and caterers participating in the event.
Two documents must be submitted in the Portal:
- A site map of the specific areas where expanded alcohol services are being requested.
- A joint operating plan that addresses the safe operation of activities.

These alcohol service allowances were authorized through December 31, 2027 by the state Legislature in SSHB 515.
