Board Information

The Board is composed of three members appointed by the Governor to six-year terms. The Board holds regular public meetings and work sessions with stakeholders, makes policy and budget decisions, and adjudicates contested license applications and enforcement actions on licensees. Board members are also responsible for hiring the agency's Director, who manages day-to-day operations.

Board Office

The LCB is governed by a three-person Board, each appointed by the Governor to a six-year term and subject to confirmation by the state Senate. The Board is a part-time, paid job and the Board Chair serves as the appointee to the Governor’s Cabinet. The Board has administrative and policy oversight of the agency and hires and supervises the LCB’s Director who has responsibility for conducting the agency’s day-to-day operations.
 

Policy and Rulemaking

The Board is the final decision maker in adoption/change/revocation of rules and policy that govern the industries we regulate. The Legislature makes the laws outlined in the Revised Code of Washington (RCW), which are implemented through LCB rulemaking and policy development and outlined in the Washington Administrative Code (WAC).
 

Adjudication

The Board holds a quasi-judicial role in the agency. While they don’t wear robes, they are the final decision makers in legal cases involving the industries we regulate. Working with the Attorney General’s Office and the Board Office’s Adjudication Division, the Board hears cases involving unresolved violation reviews, up to and including, potential license suspension and/or revocation and enters into Agreements or issues Final Orders on the cases.
