WSLCB Takes Action Against Kitsap County Unlicensed Cigarette Retailer

After an investigation into unlicensed cigarette manufacturing and sales, officials from the Washington State Liquor and Cannabis Board (WSLB) and the state’s Department of Revenue (DOR) entered an agreement with the owner of The Day Smokers Club, an unlicensed business operating in Kitsap County.
In lieu of prosecution, Dawn Day – owner of The Day Smokers Club agreed to turn over four commercial cigarette making machines, provide two years of records, and cooperate with LCB and DOR for the tobacco tax assessment to avoid further enforcement actions by the state.
The investigation began in August, 2018 when WSLCB learned The Day Smokers Club, with assistance from Smokes 4 Less, manufactured and sold cigarettes without the required Cigarette Wholesaler, Cigarette Retailer, Commercial Cigarette Making Machine, and Tobacco Distributor endorsements. The business also did not have a federal Tobacco Product Manufacturer permit. The Day Smokers Club has been in operation since 2013.
